Updated October 2026. Loans are among the most expensive searches in Singapore. Across 156 deduplicated loan keywords, the volume-weighted top-of-page bid is S$27.11, ranking #4 of the 22 industries in our Singapore Google Ads CPC Index. And one of the biggest groups of lenders isn’t allowed to bid at all: licensed moneylenders are barred from paid search by the Registrar of Moneylenders.

The data comes from the Google Ads API (Keyword Planner, Singapore, English), refreshed monthly by Marketing Agency Singapore. Below: what each loan type costs, the most expensive searches, demand by month, and the advertising rules for moneylenders and banks.

Home loans & refinancing 36 12,800 S$1.45–S$6.13 mortgage rates singapore
Car loans 10 2,010 S$1.03–S$4.19 car loan rates singapore

Three patterns stand out:

  • Business borrowing is the priciest. “sme loan singapore” has a top-of-page high of S$49.45 and “business loan singapore” S$54.27. Business loans are large, and banks and SME lenders compete hard for each application.
  • Personal loans combine volume and price. “personal loan singapore” gets 18,100 searches a month at a high bid of S$28.20. Speed words push bids higher: “instant loan singapore” sits at S$35.74.
  • Home loans are cheap per click. “home loan singapore” is only S$9.54 at the high end. Much home-loan demand is rate research (“mortgage rates singapore”), and buyers often go through banks they already use or mortgage brokers.

The loan search moneylenders can’t bid on

We check the core loan terms by exact match every month:

The loan search moneylenders can't bid on — Loan Google Ads CPC in Singapore: October 2026 Data
Search term Keyword Planner, October 2026
personal loan singapore 18,100 searches, S$8.88–S$28.20
licensed moneylender singapore 1,000 searches, no bid estimate
home loan singapore 1,600 searches, S$2.45–S$9.54
business loan singapore 18,100 searches, S$12.17–S$54.27

“licensed moneylender singapore” gets 1,000 searches a month, yet Keyword Planner gives it no top-of-page bid estimate. The likely reason is regulatory. The Registrar of Moneylenders’ Directions on Advertising and Marketing Activities (version 3.0, in force from 1 April 2025) list where licensed moneylenders may advertise: business or consumer directories, their own websites, and signage at their approved premises. Everything else is not permitted. The Directions specifically bar “paid-for internet links (also known as ‘sponsored links’)” on search engine results pages, while expressly allowing licensees to use search engine optimisation for their own website.

For a licensed moneylender, then, organic search is the main digital channel. Who does bid around these searches is a different question. Banks, comparison sites and other financial advertisers may target related loan terms, but Keyword Planner doesn’t tell us who.

What borrowers search vs what your ads can say

Borrowers search with the words lenders most want to use:

These are the words customers type. Check the advertising rules below before repeating them in ad copy.
Searcher modifier Keywords Searches / mo Avg high bid Examples
“best” 16 3,480 S$13.17 best personal loan singapore, best mortgage rates singapore, best mortgage singapore
“cheapest / lowest price” 11 1,080 S$11.88 lowest bank loan interest rate singapore, cheapest personal loan singapore, lowest mortgage rates singapore
“latest” 1 390 S$4.16 latest mortgage rates singapore

Licensed moneylenders (on their website and directory listings) must work within the Moneylenders Act and the Registrar’s Directions:

  • Required content. The licensed business name, the interest rate expressed as a percentage per year, month or other period (section 29(2)(c), in force from 1 March 2024), only the approved business address and only Registrar-approved landline numbers. Mobile numbers aren’t permitted. Conditions must sit next to any rate or offer, and fine print isn’t allowed.
  • No overstating how easy it is to borrow. The Directions give “overstating the ease of borrowing” as an example of misrepresentation, and bar information that can’t be verified. That rules out claims like “guaranteed approval”.
  • No targeting vulnerable groups. Ads must not target work permit holders, including foreign domestic workers, or low and no-income earners.
  • Other bans. No social media ads, SMS, WhatsApp or email promotions, cold calls, gambling-related keywords, suggestion of government approval beyond the licence, or requests for SingPass login details.
  • Penalties. Publishing false or misleading advertising carries a fine of up to $20,000, up to 6 months’ imprisonment, or both (section 29(4)).

Banks follow the Association of Banks in Singapore’s Code of Advertising Practice. The current published version dates from June 2010. It requires the Effective Interest Rate (EIR) to appear side by side with the applied rate, with equal prominence and in the same font size, not in fine print. MAS’s digital advertising guidelines, in effect from 25 March 2026, add that each ad must not mislead when viewed on its own. Google separately requires financial services verification for financial services ads in Singapore, and its personal loans policy requires landing pages to show the repayment period, maximum APR and a representative total-cost example. This section is a practitioner’s summary, not legal advice.

Ads vs SEO for lenders

If one lender ranked first organically for every keyword in this dataset, the clicks would be worth roughly S$342,612 a month in equivalent Google Ads spend. That is one of the highest figures in the whole index.

Ads vs SEO for lenders — Loan Google Ads CPC in Singapore: October 2026 Data
  • Banks and verified lenders: Google Ads for business and personal loans, with EIR shown alongside every advertised rate, and landing pages that carry the cost example Google requires.
  • Licensed moneylenders: SEO on your own website is the channel the Directions explicitly allow. Clear loan, rate and fee pages that show the required information can rank for the searches you aren’t allowed to buy.

The highest single-keyword forecast is “personal loan singapore” at S$31.08. Forecast CPCs run above today’s top-of-page range because they model an advertiser who outbids the field for the top position.

Month-on-month changes

Methodology

How this index is built. Every month we pull Google Ads Keyword Planner data through the Google Ads API for Singapore (English, Google Search network). We seed each industry with its core service terms, then:

  • Collapse close variants. Keyword Planner often reports close variants (singular and plural, reordered words) with identical numbers. We count them once.
  • Drop navigational searches. Brand and company names are excluded, along with anything under 30 searches a month.
  • Report the top-of-page bid range (low and high) in SGD. Our headline “CPC” is the volume-weighted high end: what it typically takes to show above the organic results.
  • Probe restricted terms by exact match to record where Google withholds data or gives no bid estimate.

Top-of-page bids are Google’s forecasts, not any one advertiser’s actual cost per click. Quality Score, ad schedule, device and competition on the day move real CPCs above or below this range. Use the index to compare services and industries, not to set a single bid.
