Part of our Marketing Costs & Pricing guide →
Updated October 2026. Insurance is one of the biggest search categories in our index and one of the most uneven on price. Across 303 deduplicated insurance keywords, the volume-weighted top-of-page bid is S$10.47, ranking #13 of the 22 industries in our Singapore Google Ads CPC Index. But the average hides a huge spread: Critical illness keywords average S$88.50, while travel insurance, the largest line by volume, costs a fraction of that.
The data comes from the Google Ads API (Keyword Planner, Singapore, English), refreshed monthly by Marketing Agency Singapore. Below: costs by product line, the most expensive searches, seasonality, and the advertising rules that apply to insurers, brokers and agents.

|---|---|---|---|---|
| Critical illness | 8 | 1,100 | S$3.04–S$88.50 | critical illness insurance singapore |
| Life & term life | 13 | 3,600 | S$3.16–S$15.35 | life policy singapore |
| Car & motorcycle | 32 | 10,910 | S$5.35–S$12.38 | car insurance singapore |

| Home & property | 17 | 4,050 | S$3.86–S$10.60 | home insurance singapore |
| Health & hospitalisation | 33 | 5,400 | S$2.44–S$10.32 | health insurance singapore |
| Pet insurance | 5 | 2,070 | S$1.03–S$9.18 | pet insurance singapore |
| Travel | 59 | 39,070 | S$3.06–S$8.38 | travel insurance singapore |
| Insurance searches (general) | 117 | 17,340 | S$2.47–S$8.17 | insurance singapore |
| Business insurance | 6 | 740 | S$2.21–S$6.41 | public liability insurance singapore |
Why the spread is so wide:
- Policy value. A critical illness or term life policy can pay commission for years, so advisers and insurers can afford a high cost per lead. “critical illness insurance singapore” has a top-of-page high of S$100.22.
- Price-shopping lines are cheaper per click. Travel insurance is bought often, compared on price and sold online in minutes. “travel insurance singapore” gets 27,100 searches a month at a high bid of S$8.53, and the volume, not the CPC, is what makes it expensive overall.
- Annual renewal moments. Car insurance (S$14.01) and maid insurance (S$10.75) are bought at a renewal or a new hire, which concentrates intent and keeps bids firm.

Insurance search demand by month
Total monthly searches for the tracked insurance keywords. Peak: March 2026 (112,930); low: July 2026 (73,100).
Travel insurance drives most of the swing in this chart, so total demand follows the holiday calendar: it climbs ahead of the March and year-end school holidays. Life and health searches are steadier through the year.
What customers search vs what your ads can say
Insurance shoppers search with comparative and price words:

| Searcher modifier | Keywords | Searches / mo | Avg high bid | Examples |
|---|---|---|---|---|
| “best” | 35 | 8,190 | S$10.82 | best travel insurance singapore, best car insurance singapore, best home insurance singapore |
| “top” | 3 | 240 | S$8.08 | top insurance companies in singapore, top 10 insurance companies in singapore, top 10 insurance brokers in singapore |
| “cheapest / lowest price” | 15 | 4,300 | S$9.76 | cheapest travel insurance singapore, cheapest car insurance singapore, cheapest maid insurance in singapore |
Several sets of rules shape what an insurer, broker or adviser can put in a Google ad or landing page:
- Each ad must stand on its own. MAS’s Guidelines on Standards of Conduct for Digital Advertising Activities (in effect from 25 March 2026) apply to financial institutions and their “digital marketers”, a term that expressly includes advertising agencies. They say each advertisement should not be misleading “when viewed on its own”, and that it is inappropriate to highlight only a product’s benefits while putting the risks on a separate page.
- Testimonials are the firm’s responsibility. The same guidelines make financial institutions responsible for content they and their digital marketers repost, including customer testimonials and third-party endorsements.
- Investment-product ads carry the MAS statement. Under regulation 22 of the Financial Advisers Regulations, product advertisements for investment products must include the statement “This advertisement has not been reviewed by the Monetary Authority of Singapore.” MAS’s FAQs allow space-limited digital ads to place it on the main page of the linked website instead. How far this covers each type of life policy is a question to check with your compliance team.
- “Independent” is restricted. Regulation 21 bars financial advisers from using “independent”, or words of like import, to promote their services unless they take no product-provider commissions, have no product restrictions and have no conflicts of interest.
- Google verification. Since 30 August 2022, Google has required financial services verification to show financial services ads in Singapore, with insurance listed as an example category. Agencies and lead-generation sites can only advertise as approved third parties sponsored by a verified advertiser.
So you can bid on “best travel insurance singapore”, but the ad should answer with facts: coverage, price and the insurer’s name, without claiming to be the best. This section is a practitioner’s summary, not legal advice.
Ads vs SEO for insurers and advisers
If one insurer ranked first organically for every keyword in this dataset, the clicks would be worth roughly S$149,862 a month in equivalent Google Ads spend. That is one of the largest figures in the industry index, driven by travel and car insurance volume.
- Google Ads for high-value lines and renewal moments. Critical illness, term life and group health, with landing pages that carry the required statements and balance benefits with key exclusions.
- SEO for comparison and research searches. Plain-English guides to coverage, exclusions and claims rank for the “best” and “cheapest” searches that ads can only answer with facts. MAS’s FAQs also note that purely educational content about a product class, with no named product or recommendation, is not an advertisement.

Forecast CPCs run above today’s top-of-page range because they model an advertiser who outbids the field for the top position.

Methodology
How this index is built. Every month we pull Google Ads Keyword Planner data through the Google Ads API for Singapore (English, Google Search network). We seed each industry with its core service terms, then:
- Collapse close variants. Keyword Planner often reports close variants (singular and plural, reordered words) with identical numbers. We count them once.
- Drop navigational searches. Brand and company names are excluded, along with anything under 30 searches a month.
- Report the top-of-page bid range (low and high) in SGD. Our headline “CPC” is the volume-weighted high end: what it typically takes to show above the organic results.
- Probe restricted terms by exact match to record where Google withholds data or gives no bid estimate.
Top-of-page bids are Google’s forecasts, not any one advertiser’s actual cost per click. Quality Score, ad schedule, device and competition on the day move real CPCs above or below this range. Use the index to compare services and industries, not to set a single bid.
