Updated October 2026. Travel is a high-volume, low-bid category on Google in Singapore, and one of the most regulated when it comes to ad content. Across 338 deduplicated keywords, the volume-weighted top-of-page bid is S$3.15, ranking #18 of 22 industries in Marketing Agency Singapore’s Singapore Google Ads CPC Index. Most of the volume isn’t people shopping for a tour package, though. It’s cruise searches, many of them simply looking up the cruise terminal.

Data comes from the Google Ads API (Keyword Planner, Singapore, English), refreshed monthly. Below: cost by trip type, the priciest searches, seasonality, and the licence-number and all-in-price rules that apply to every travel ad.

Europe 11 2,030 S$0.56–S$2.54 europe tour package
Umrah & haj 6 1,250 S$0.28–S$0.65 umrah package singapore

This month the priciest group is Cruises, at S$3.31, and cruises dominate the volume. “cruise singapore” gets 14,800 searches a month at S$4.37, and terminal searches like “marina bay cruise centre singapore” add far more volume, mostly from passengers checking where to go. Destination packages (Japan, Korea, Europe, China) carry modest bids because shoppers compare widely across agencies, online platforms and airline sites. Umrah packages are among the cheapest searches in the index, at S$0.63. Demand there likely runs more through community networks and established agencies than through search.

The outlier is corporate travel. “corporate travel agency singapore” has only 40 searches a month but a high bid of S$76.69, because one corporate account can mean years of bookings.

Total monthly searches for the tracked travel agencies keywords. Peak: December 2025 (121,550); low: September 2026 (67,630).

Travel searches move with school holidays and long weekends. Planning tends to start several weeks to a few months ahead of the June and December school holidays. Cruise demand has its own spikes when new ships or itineraries are announced, which can swing the monthly total. Look at your own destination keywords rather than the overall curve.

What travellers search vs what your ads can say

These are the words customers type. Check the advertising rules below before repeating them in ad copy.
Searcher modifier Keywords Searches / mo Avg high bid Examples
“best” 7 900 S$4.22 best travel agency singapore, best cruise singapore, best japan tour packages singapore

Travel is one of the few consumer industries where the law dictates what every ad must contain:

What travellers search vs what your ads can say — Travel Agency Google Ads CPC in Singapore: October 2026 Data
  • Licence details in every ad. Regulation 19(1) of the Travel Agents Regulations 2017 says a licensee “must include all of the following particulars in every advertisement relating to the licensee’s supply of a travel product”: the licensee’s name, its licence number, and its contact information (the phone number and email address maintained with STB). Reg 19(2) bars any advertisement the licensee knows, or ought to know, is false or misleading, or that is inaccurate.
  • Penalties. Publishing an ad you know or ought to know is false or misleading carries a fine of up to $10,000 and/or 6 months’ jail (reg 29(2)). Advertising or holding out as a travel agent without a licence counts as carrying on the business. Under the Travel Agents Act (sections 4 and 6), that carries up to $25,000 and/or 2 years’ jail. STB can also impose administrative penalties.
  • All-in prices. ASAS’s media advisory for airlines and travel agencies requires either the actual price with all costs, surcharges, fees and taxes included, or the fare with a stated minimum–maximum range for taxes and surcharges. The final price must not exceed the top of that range. A “prices are subject to change” disclaimer is required, and on digital and social media the font size is 14.
  • Drip pricing and add-ons. CCS’s price transparency guidance came out of a study of online travel booking. It expects mandatory fees in the headline price and optional add-ons, such as insurance, to be opt-in rather than pre-ticked.

One practical question remains open. A responsive search ad can’t always fit the licence number, and STB hasn’t published guidance on whether text-only search ads must carry it. The conservative approach is to put it in a headline or description asset where you can, and always in the landing page header or footer. Influencers and affiliates promoting your packages should link to your booking page and label posts as sponsored. This is a practical summary, not legal advice.

Ads vs SEO for travel agencies

If one agency ranked first organically for every keyword here, the clicks would be worth roughly S$39,632 a month in equivalent ad spend. Much of that comes from cruise terminal searches, which aren’t worth chasing. The organic opportunity for an agency is destination and itinerary content: “Japan autumn tour”, “Europe 12-day package” or “umrah package price”. These are the searches where detailed, all-in pricing pages build trust and rank over time.

Forecast CPCs run above today’s top-of-page range because they model an advertiser who outbids the field for the top position.

Methodology

How this index is built. Every month we pull Google Ads Keyword Planner data through the Google Ads API for Singapore (English, Google Search network). We seed each industry with its core service terms, then:

  • Collapse close variants. Keyword Planner often reports close variants (singular and plural, reordered words) with identical numbers. We count them once.
  • Drop navigational searches. Brand and company names are excluded, along with anything under 30 searches a month.
  • Report the top-of-page bid range (low and high) in SGD. Our headline “CPC” is the volume-weighted high end: what it typically takes to show above the organic results.
  • Probe restricted terms by exact match to record where Google withholds data or gives no bid estimate.

Top-of-page bids are Google’s forecasts, not any one advertiser’s actual cost per click. Quality Score, ad schedule, device and competition on the day move real CPCs above or below this range. Use the index to compare services and industries, not to set a single bid.
